It's true.
A friend of a friend, his friend's cousin's aunty's mother's brother tweeted a retweet from the friend of a friend who's friend is an anonymous Rockstar employee!
As well as the digital download there will also be a one off chance to purchase a physical copy from the deck of the Titanic, a submarine will take the lucky winner of the ballot down into the depths, where he/she will be able to grab the world's only physical copy with the submarine mechanical claw! It's a wicked idea unless you accidentally drop it into a crevasse.
You heard it here first, folks.

If it were that color scheme I would place my bets on Vice City.

Is it too soon for GTA to go back to SanAndreas? If you don't count titles like Liberty City Stories, Lost and Damned etc, then there is only one game in between. SA - LC - SA
I would like to see a new SA one day, but not just yet.

I want to see any other setting besides Liberty, Vice and SanAn. I'd like to see them do an entirely new location and I'm hoping for Washington D.C. personally, as it would be fun to run amok in the capital city of the USA.

I know, much of this is twisted...
Not too keen on destroying buildings, though. I know most of us could deal with it responsibly, but too many people would go insane with a rocket launcher and blow up buildings they needed for a mission, then they'd come here and bitch that they fucked their game up.
The buildings could get repaired over time, so if you destroy a mission-vital building, you have to wait for it to vbe rebuilt before you proceed. Ironic if that mission involves you destroying said building.
It kind of ties in to what I'd like to see in relation to those big construction sites, like the one on Algonquin. I would like to see them evolve over the space of the game. As you start it's a basic construction site but by the time you complete the last mission, it's fully built. There might even be a bonus item up there...

I'm thinking the voice-over is a dialogue from a mission boss. Like others have said here, it sounds like the kind of stuff they say.
I'm thinking that Packie might be the protagonist, having just moved to SanAndreas, the mission boss guy is telling him why he moved there, possibly some time ago.
