Was Venom announced as being rated PG 13 a while ago or did they promise us an R rated Venom until the last second?

Fans expected “Venom” to be rated R, especially since R-rated comic book films like “Deadpool” and “Logan” have been box office hits, but Fleischer now says he always sought to make a PG-13 “Venom.”
”I don’t feel like we compromise much,” Fleischer recently told Polygon about the rating, admitting he is baffled over the fact everyone expected the film to be rated R. “I’m not sure why [people thought that], other than maybe just a bloodthirst for Venom.”

Fleischer told Comicbook.com at Comic-Con that the plan was to make “Venom” an R-rated movie so that it could honor the character’s bloody comic book roots. “In the comics, he bites people’s heads off and eats brains,” the director said. “It would be weird to make a movie with Venom if he wasn’t doing that. We tried to honor it as closely as possible. This is definitely a darker, more violent, more vicious Marvel character than I think anyone’s ever seen before.”
